State Insurance Benefit Plans

Overview

The University offers a comprehensive benefits package through the Minnesota Management & Budget State Employee Group Insurance Program (SEGIP)  for benefits-eligible employees and their families, which include:

Not all benefit plans will be open or available for changes during the annual Open Enrollment period. If you are a new hire, this is a  window of opportunity to enroll in certain plans that may not be accessible later.

Medical

The Minnesota Advantage Health Plan provides comprehensive medical and prescription drug coverage. It includes low-cost or no-cost care for individuals with diabetes, access to fertility treatments such as IVF, affordable and free mental health services, virtual care options, coverage while traveling, and much more. The Minnesota Advantage Heath Plan offers the following two insurance carriers: Blue Cross Blue Shield of MN & Health Partners.

Dental*

SEGIP offers a dental plan through Delta Dental Group 216 and HealthPartners. The dental plan provides coverage for most conditions requiring dental diagnosis and treatment, including orthodontic treatment for adults and children.

Vision

The Superior Vision Network, partnered with MetLife, is optional and designed to supplement the vision benefits provided in your family’s medical coverage. While our medical plan covers your eye exam, the Superior Vision Network  helps cover the costs of eyeglasses or contact lenses and offers discounts on LASIK and more.

Life Insurance

Benefit-eligible employees receive employer-paid basic group term life insurance and have the option to purchase additional life insurance coverage including Spouse life, Child life, Accidental death and dismemberment for yourself and your spouse.

Eligibility for this benefit is determined by the employee’s union representation and the State of Minnesota, based on employment type and applicable bargaining agreements or personnel plans. To view your current life insurance coverage, visit the Employee Self Service site, sign in, and navigate to Benefits > Benefits Summary.

Disability (Long & Short Term)*

Optional short-term and long-term disability insurance plans are available to most benefits-eligible employees. These plans help protect your income and financial security in the event of an illness or injury that prevents you from working. While coverage terms are generally consistent, some variations may apply depending on your specific employment agreement.

Note: For employees covered under the Manager’s Plan or certain employees in the Commissioner’s Plan, long-term disability and special basic life insurance are combined into a single benefit called the Income Protection Plan (IPP).

MetLife Legal Plan (New in 2026)

MetLife offers two levels of legal support to help you navigate life's legal matters with confidence. All employees will have access to MetLife’s online library of legal documents. Easily create simple legal forms on your own—no enrollment required.

For more comprehensive support, enroll in the Premium Legal Plan during Open Enrollment. This plan gives you direct access to experienced, vetted attorneys—online, by phone, or in person. Legal fees are fully covered for a wide range of personal matters involving you, your spouse, and your dependents. (Note: Filing fees, fines, and other third-party costs may still apply.)

Pre-Tax Benefits

The State Employee Group Insurance Program (SEGIP) offers Flexible Spending Accounts (formerly known as pre-tax spending accounts), which allow you to save on taxes by using pre-tax dollars for eligible expenses such as health and dental premiums, dependent care, medical and dental costs, and transportation.

Important: FSAs are subject to the IRS “use it or lose it” rule. Any unclaimed funds in your medical/dental or dependent care FSA at year-end will be forfeited.
